Community members have already begun sharing valuable feedback through the Strategic Plan survey. To date, approximately 150 survey responses have been received. Hays County encourages anyone who has not yet participated to review the draft Strategic Plan and share their input before the survey closes on August 26, 2026. The Strategic Plan will serve as a roadmap for County priorities, investments, and decision-making over the next five years. Community input remains a critical part of the process and will help ensure the final plan reflects the needs, values, and priorities of Hays County residents. #list-articles-category-1-62 { --categoryColor: var(--cp-module-style-color6); } Arispe sentenced to 40 years for murder SAN MARCOS, Texas – The office of Hays County Criminal District Attorney Kelly Higgins announced that on Aug. 24, 2026, Hays County District Judge Sherri Tibbe sentenced Isaac Arispe to 40 years in the Texas Department of Criminal Justice after a jury convicted him of murdering Christopher Trevino in December of 2020. Arispe was a juvenile at the time of the murder and had been certified to stand trial as an adult. During a trial in March, a Hays County jury heard evidence that Isaac Arispe, then 15 years old, arranged to purchase marijuana from Christopher Trevino’s 15-year-old sister while messaging other friends and family asking for bullets and stating that he planned on robbing someone. The sister testified that when Isaac Arispe met her outside her residence in the early morning hours of Dec. 19, 2020, he drew a gun and pointed it at her. When her brother ran over to help her, Arispe shot him once in the chest before fleeing the scene. Arispe had elected to have the court, rather than a jury, decide his punishment. At the punishment hearing, Judge Tibbe heard evidence from corrections officers and staff about multiple incidents involving the defendant assaulting other inmates and being found in possession of dangerous contraband. #list-articles-category-1-63 { --categoryColor: var(--cp-module-style-color6); } Sifuentes sentenced to 50 years for shooting police officer SAN MARCOS, Texas – The office of Hays County Criminal District Attorney Kelly Higgins announced that on Friday, Aug. 28, 2026, 25-year-old Joseph Sifuentes was sentenced to 50 years in prison for the offense of aggravated assault against a public servant in connection with a 2023 shooting of a police officer. Sifuentes entered a guilty plea and agreed to let the court decide his sentence. Under that plea deal, the Court could impose a minimum of five years and up to 50 years in the Texas Department of Criminal Justice. Hays County District Court Judge Sherri Tibbe sentenced him to the maximum term of 50 years and emphasized that she wanted to keep the community safe from Sifuentes. He was also sentenced to 10 years' prison time for a separate offense in which he pulled a gun on a married couple at a restaurant. The case involved an incident in the early morning hours of Aug. 26, 2023, where Sifuentes shot and seriously injured a police officer who was serving as an off-duty courtesy officer for an apartment complex in San Marcos. The officer had approached Sifuentes on a playground to warn him about being too loud. Sifuentes became aggressive, pulled a gun on the officer, and shot him in the arm. The peace officer survived his injuries and has resumed his duties. During the same hearing, the prosecution put on evidence that in June of 2
